YELLOW NOTICE — OVERLAPPING DUTIES: WHO PROVIDES INDEPENDENT OVERSIGHT?
What documented safeguards ensure that Alison Gray’s responsibilities for Council administration, information requests and municipal elections are exercised impartially—particularly where landowners question decisions in which she participated?
Council and the Clerk are asked to identify:
1. Authority: What appointments and written delegations define these responsibilities? Please identify any County or IGAP/EGAP role, its dates and its mandate.
2. Independent review: Where an information request concerns a decision in which the Clerk participated, what procedure addresses potential bias, and who can independently review the access decision?
3. Landowner notification: Who authorized the refusal to circulate the proposed neutral watershed inquiry notice? What reasons were recorded, and what alternative means of informing affected landowners were considered?
4. Election safeguards: What measures prevent municipal information, staff time and public resources from being used to favour any candidate?
5. Public spending: What staff, legal and consulting costs have been incurred in responding to the watershed inquiry and notification request? Please provide available totals, spending authorizations and non-exempt supporting records.
Landowners deserve documented authority, impartial administration and a clear account of how their tax dollars are spent.
This notice requests evidence and explanations; it makes no finding of misconduct.
Verified context and limits
Holding several public responsibilities does not, by itself, establish a legal conflict of interest, corruption or waste. The questions above seek the records needed to assess authority, impartiality and public spending.
Severn identifies Alison Gray as Director of Corporate Services/Clerk and directs freedom-of-information requests to the Clerk under the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA). The instrument formally designating or delegating the statutory “head” powers has not been verified for this notice.
Section 11 of Ontario’s Municipal Elections Act, 1996 assigns municipal election administration to the Clerk. That combination of responsibilities is expressly contemplated by the legislation.
Severn identifies Mayor Mike Burkett and Deputy Mayor Judith Cox as its County councillors. Any separate County staff or liaison role held by Gray requires its own supporting record. The reported IGAP/EGAP appointment and its responsibilities have not been verified.
