H.R. LANDOWNER ADVISORY • PUBLIC RESPONSIBILITY

PROFESSOR LEX’S CORNER | John Tait | October 7, 2026 • Removal record reviewed October 13, 2026

THIS IS THE TEST

In John Tait’s assessment, the real problem exposed by this enquiry is a failure to give proper weight to three essentials of public service: respect for common-law rights, common decency and common sense.

When landowners raise documented concerns about their property, the test is straightforward: who listens, who explains, who helps them obtain the facts—and who can show what they actually did?

Public responsibility demands answers. The people who fund municipal government deserve clear information, respectful treatment and an account of decisions that affect their land and livelihoods.

ASSESSMENT UPDATE — October 8, 2026. The original scoring system is retired. The current candidate recommendation process is set out in “Candidate Letter: Confidential Responses on IGAP Planning”. Confidential written submissions substantiate our H.R. recommendations. Only a recommended candidate’s name may be published, with permission.

Three standards for public responsibility

RESPECT FOR COMMON-LAW RIGHTS — Identify the lawful authority relied upon and address the landowner’s rights and concerns with reasons and evidence. This is a demand for accountable decision-making, not a finding that a particular legal duty has been breached.

COMMON DECENCY — Listen to affected owners, explain decisions plainly and respond respectfully. A person should not have to become a legal researcher simply to understand what government says applies to their property.

COMMON SENSE — When credible concerns are raised, examine the records, check the facts, explain what can be corrected and identify who is responsible for the next step.

What our current record says

As of October 7, 2026, John Tait reports that no landowner has contacted this Inquiry to confirm receiving its landowner advisory through an official or candidate named in this record. That describes contact reported to this Inquiry; it does not establish whether those individuals notified owners through other channels.

The separate mailing-list record now contains 13 named removal requests, plus one departmental request. These requests should be respected. A removal request, an unanswered message or a blank assessment does not by itself establish opposition or deliberate withholding of information. The original H.R. scoring system remains retired.

The accompanying earlier review edition contains a historical 487-entry public-role roster drawn from dated outreach records. Its source dates and limitations are stated in the document. It is not a current scoring system or a finding that 487 people failed landowners.

Recorded mailing-list removal requests

The October 7, 2026 review records 13 named requests and one separate departmental request. A mailbox search on October 13 (UTC) found no additional removal request dated after October 7. This record identifies requests received; it does not independently certify removal from every mailing platform.

The first seven entries below were in the earlier record. Maryann Hunt, Riley Anderson, Janice Sadgrove, Anmol Burmy, Sasha-Rose Dileo and Scott Newman were the six additions recorded in the October 7 review. Public roles are stated as recorded at that review date.

THE CENTRAL QUESTION

WERE YOU TOLD TO DISREGARD US?

If so, by whom, when, and what exactly were you told? Please provide any written instruction or record of that direction.

THE H.R. QUESTION — Based on how you have responded to this Inquiry, would taxpayers choose to hire, rehire or elect you? What actions support your answer?

Evidence note: Severn’s January 27, 2026 response documents a refusal to circulate the Inquiry’s notice at municipal expense. That is a documented decision; it does not by itself establish collusion. Limited replies and mailing-list removal requests also do not establish coordination or prove that landowners received no information through other channels.

Separate departmental request — Ramara Planning. The message signed by Tahya Graham, Planning Administrative Assistant, asked for the department’s distribution address to be removed and offered assistance with planning questions. It is recorded separately and is not counted as a fourteenth individual.

Original messages are retained privately in the Inquiry mailbox under “Watershed - Removal Requests - Representation Review”. Personal email addresses, phone numbers, signatures and the full private correspondence are not reproduced here.

A request to stop email is not evidence of opposition to landowners, refusal to provide a public service, or misconduct. Any assessment of an official decision requires its own evidence. Corrections and substantive responses are welcome.

Severn public-notification accountability

John Tait asks the full sitting Severn council and former Deputy Mayor Jane Dunlop to account for their individual actions on landowner notification. The central question above — “Were you told to disregard us?” — is also addressed to these public representatives.

Review opened October 12, 2026. The names and public roles below have been verified. Individual notification actions and responses remain to be checked against dated correspondence and other records; this review does not assign a finding of “zero action”. The email-removal register remains a separate record of 13 named requests plus Ramara Planning.

TO EACH PERSON NAMED HERE: What did you do to notify affected landowners about this Inquiry and possible litigation? Please identify the date, method, audience and supporting record. If you decided against circulating the notice, explain your reasons and identify any instruction you received.

Each person is invited to provide records of notification, assistance, referrals or other relevant action, and to identify any correction needed. Verified responses and contrary evidence will be recorded fairly.

The question that requires a record

Where a refusal to notify landowners is documented, who made that decision? Was it an individual decision, an established policy, or an instruction from someone else? What reason was given? SHOW THE RECORD.

The number of names on a roster does not establish instructions from a mayor’s office. Any such conclusion requires supporting correspondence, a directive, a policy or other reliable evidence. Constructive replies, corrections and evidence of notification will be recorded fairly.

Accountability applies to H.R. too

This is John Tait’s independent civic accountability initiative, not a municipal human-resources department. Anyone may identify a possible error. We will review the evidence, correct confirmed mistakes, identify disputed information and record substantive responses fairly.

To subscribe, submit a documented complaint or request a correction, email info.watersheddebacle@gmail.com. Use the subject “Subscribe”, “Taxpayer H.R. complaint” or “H.R. record correction”. Identify the entry or incident, supply the original evidence and state the answer or correction sought.

For complaints, state whether your name and evidence may be published. Personal contact details will be omitted from public versions.

Taxpayers fund public service. Landowners deserve answers. H.R. must answer for its own mistakes too.
